dc.description.abstractThis Comment specifically explores the issue of online child sexual exploitation. It evaluates the internet and technology’s role in the use of live streaming, and the nexus between the U.S. solicitors paying for and engaging in live streaming. This Comment will discuss possible approaches to establish liability for U.S. solicitors under the current federal statutes. Ultimately, this Comment will recommend that new legislation should be enacted by Congress to include these unique U.S. offenders and address this issue. Section II will discuss the overall effect of commercial exploitation of minors and give background on each form and discuss the legislation enacted to prevent them. Section III will lay out the modern technology and media that allows the sexual exploitation of minors to grow and its effects, including the use of live streaming via webcams. Section IV will discuss theories of liability under the existing Federal statutes. Section V will ultimately propose new legislation to criminalize the use of live streaming via webcam to engage in the sexual abuse of children and offer policy reasons for the legislation. Section VI will address the possible issues concerning the enactment of new legislation.en_US
