On the recommendation of the Eighth Congress, held at Havana in 1990, 4/ the General Assembly, in its resolution 45/107 of 14 December 1990, adopted the Recommendations on international co-operation for crime prevention and criminal justice in the context of development. They outline comprehensive strategies to cope with crime prevention and criminal justice in their broader context and call for the intensification of the struggle against crime by promoting the rule of law, with due regard to human rights of individuals and groups.
